…As part of the New Deal policy of the United States, the Act was enacted in June 1933. It was a comprehensive industrial policy that could be said to be the pillar of the early New Deal. In order to promote economic recovery, it allowed the conclusion of a kind of cartel-like agreement called a fair competition code for each industrial sector, exempting them from the application of the Antitrust Act, while at the same time stipulating the right of workers to organize and bargain collectively, as well as minimum working conditions, in order to increase purchasing power. It also established the National Recovery Administration (NRA), which had broad and powerful authority, to strengthen state control over the industrial sector. In addition, the second part of the act established the Public Works Administration, which worked on economic stimulus measures through public works activities. …
