Collection of Imperial Decrees - Ofuregaki Shusei

This is a collection of official Shogunate laws compiled by the Council of Ministers of the Edo Shogunate. The title "Gofukusho Shusei" was newly given when the publication was planned in 1934 (Showa 9), and is a collective name for "Gofukusho Kanpo Shusei," "Gofukusho Horeki Shusei," "Gofukusho Tenmei Shusei," and "Gofukusho Tenpo Shusei." Immediately after the so-called "Kujikata Osadagami" was completed in 1742 (Kanpo 2), the eighth Shogun, Tokugawa Yoshimune, ordered the compilation of Shogunate laws that had been issued individually up until that point. This was completed in 1744 (Enkyo 1), and included notices from 1615 (Genwa 1) onwards, and was called "Gofukusho" (Kanpo Shusei). After that, this project continued mainly with the three magistrates in charge of Osadagami established at the Hyōjōshō (council of judges), and the 10th shogun Ieharu completed the Hōreki Shusei, the 11th shogun Ienari completed the Tenmei Shusei, and the 12th shogun Ieyoshi completed the Tenpō Shusei. The 13th shogun Iesada also planned to compile a collection of oshigaki (decrees) and began the work, but it was never completed. There was a demand for a compilation of oshigaki documents from the end of the Tokugawa period to fill the gaps, and in response to this, the Bakumatsu Oshigaki Shusei was compiled and published between 1992 and 1997 through the efforts of researchers of Japanese legal history.

江戸幕府の評定所が編纂した幕府官撰の法令集。『御触書集成』は、1934年(昭和9)に刊行が計画された際に新たに冠せられた書名で、『御触書寛保集成』『御触書宝暦集成』『御触書天明集成』『御触書天保集成』の総称である。8代将軍徳川吉宗は、1742年(寛保2)にいわゆる「公事方御定書」が完成した直後、それまで個別に出されていた幕府法令の編纂を命じた。これは、1744年(延享1)に完成し、そこには1615年(元和1)以降の触類が収められ、「御触書」(寛保集成)と称した。その後、この事業は評定所に創設された御定書掛三奉行を中心に継続され、10代家治(いえはる)による『宝暦集成』、11代家斉(いえなり)による『天明集成』、12代家慶(いえよし)による『天保集成』が完成した。13代家定も御触書編纂を企図し、その作業が開始されたが、完成には至らなかった。その欠を補うために幕末期の触書類の編纂を待望する声が上がり、これに応えるかたちで1992年(平成4)から1997年にかけて、日本法制史の研究者の尽力によって編纂・刊行されたのが、『幕末御触書集成』である。
