...the act of piling up land above the water level to create land that is higher than the high tide level for use as land. This is different from reclamation, which is the process of cutting off the water level with a dike or other structure, draining the water inside, and simply creating land, but in English both are called reclamation. In Japan, which has a scarcity of flat land, swamps, rivers, and lakes have long been reclaimed and used as land.
