… Although various reform proposals like these were presented, none of them had any effect in the conflict between the emperor and the feudal powers. At the Imperial Diet of Worms in 1495, led by Elector of Mainz Berthold von Henneberg (1441/42-1504), the feudal powers proposed the establishment of an Imperial Reichsregiment to govern on behalf of the king, but this was opposed by the king and others and did not come to fruition. However, this Diet also enacted the Edict of Perpetual Land Peace, which completely abolished the right of private struggle (Fede), prohibited all self-help not only for private citizens but also for imperial subjects, and only recognized judicial procedures, which had great significance for the state as a legal community. …
