[The rise of local powers]
In the 18th century, the political and social systems of the empire took on a completely different appearance from those of the 15th and 16th centuries. In the center, the deusirme system disappeared and a class of Muslim scribes (khatibs) emerged, and in the latter half of the century, the administrative center moved away from Topkapı Palace and shifted to the Grand Vizier's Office (Bāb-ı Ālī, Sublime Porte). In Anatolia, the Balkans, and historical Syria, the wali (formerly beylerbeys) and mutasarrıfs (formerly sanjakbeys) lost their influence and local administration was dominated by deputies (mütesellim). The timar system continued to exist as an institution but lost its substance, and the tax collection system was replaced by a tax collection contract system (irtizam) by contractors called mültezim.
