...Collection of taxes can be confirmed from 428 BC. In 378 BC, the collection system was reformed, and taxpayers were divided into tax-paying groups called symmoria. The 300 richest people in particular were required to pay the tax in advance in a lump sum (proeisphora) in case of emergency, in order to speed up and streamline collection. The tax rate was usually about 1% of the declared value of assets, but in the case of advance payment, it was as high as 1/3 of the total value of assets. ...
