…As international friendly matches between the representative teams of each union became more popular, problems with management also frequently arose, and the need for an international consultation body (international rules) to solve these problems was advocated. In 1890, the International Rugby Football Board (commonly known as the International Board) was officially formed, and it was made responsible for establishing the composition and interpretation of the rules, and for filing and resolving any problems that arise in international matches. Today, this body is effectively run by a board of directors (highest council) made up of 12 countries and regions: the eight countries and regions that lead the world of rugby, England, Scotland, Ireland, Wales, France, Australia, New Zealand, and South Africa, plus Argentina, Canada, Italy, and Japan. The decisions of this council, such as rule changes, are communicated to and implemented by each union. …
