A city in the southwest of Shiga Prefecture. It was incorporated as a city in 1898 and is the prefectural capital. It also includes the areas of Seta, Katata, and Sakamoto at the eastern foot of Mt. Hiei. Omi-Otsu Palace was built here. The city center faces Lake Biwa and has Mt. Ousaka behind it. In the early modern period, it was a key location for road traffic and water transport on Lake Biwa, which served as the eastern entrance to Kyoto. Even today, it is an important location with the Tokaido Main Line, Kosei Line, Keihan Keishin Line, Ishiyama-Sakamoto Line, National Route 1, and Meishin Expressway passing through it. The textile industry, which developed after the Taisho period, has now been replaced by chemical fibers and synthetic fibers, but electrical machinery, bearings, and other machinery and equipment industries are thriving. There are also local industries such as Uedagami ganpishi paper and Otsu-e. In recent years, it has also developed as a satellite city of the Keihanshin area. Zeze, located in the southeast of the city, is the former castle town of the Honda clan, which had a fief of 60,000 koku. The plains around the lake are rich in rice, and vegetable and fruit cultivation is also thriving. Enryaku-ji Temple (a World Heritage Site), Ishiyama-dera Temple, Onjo-ji Temple, and the scenic lakeside spot of Omi-Maiko belong to Lake Biwa Quasi-National Park. The Faculty of Education at Shiga University and Shiga University of Medical Science are both located here. In 1993, Lake Biwa was registered as a Ramsar Convention wetland. In March 2006, Shika Town, Shiga County, was incorporated into the town. Area: 464.51 km2 .
