94th - 74th China, former Han Liu Fuling, Emperor of the Dynasty. Reigned 87-74 BC. The sixth son of Emperor Wu. He ascended to the throne at the age of eight, and was assisted by his maternal relative Huo Guang, who received Emperor Wu's last decree. Emperor Wu's foreign campaigns had led to financial hardship and the impoverishment of the people, so he reduced the compulsory labor system and sought to restore civil strength. In particular, he raised up wise and literate citizens to debate with the Chief Censor Sang Hongyang about the appropriateness of the monopoly on salt and iron and wine fermentation, and the equalization of exports, and abolished the monopoly on wine fermentation (The Treatise on Salt and Iron). He established military fields in the north, where he transported the people and other people, and had them defend against the Xiongnu and Wuhuan.
