In August 1906, during the period of the rise of the labor movement and its intense repression, a strike broke out at the Kure Naval Arsenal against the abolition of wartime allowances, followed by a strike for wage increases at the Osaka Artillery Arsenal in December. 750 military police and police officers intervened and arrested 15 leaders.
