Reinsurance Treaty
Also called the Reinsurance Treaty or the Double Guarantee Treaty. A secret treaty concluded between Germany and Russia on June 18, 1887. One of the guarantee mechanisms based on the international balance policy of German Chancellor Bismarck. The year 1887 was the year that the Triple Alliance of Germany, Austria, and Russia was due to expire, but conflict arose between Austria and Russia over the Balkan issue, and Russia approached France, making it difficult to continue the Triple Alliance, which was part of Bismarck's diplomacy. In order to avoid making Russia and France its allies, Bismarck signed the Entente Treaty with Russia on June 18, 1887. The contents of the treaty were that Russia would maintain neutrality against French attacks on Germany in exchange for recognizing Russia's advance into the Balkans and its vested rights in Bulgaria and Eastern Rumelia. It was called the Double Guarantee because it maintained the German-Austrian alliance amid the conflict between Russia and Austria, and at the same time, Germany was bound to Russia. It was valid for three years, but Germany refused to renew it in 1890, and it disappeared.

再保険条約,二重保障条約とも呼ばれる。 1887年6月 18日,ドイツとロシアの間で締結された秘密条約。ドイツ宰相ビスマルクの国際均衡政策に基づく保障機構の一つ。 87年はドイツ,オーストリア,ロシアの三帝同盟が満期となる年であったが,バルカン問題をめぐってオーストリア,ロシアの対立が生じ,ロシアはフランスに接近をはかったことから,ビスマルク外交の一環をなす三帝同盟が継続困難となった。そこでビスマルクはロシア,フランスを同盟国としないために,87年6月 18日ロシアとの間に協商条約を調印した。その内容は,ロシアのバルカン進出,ブルガリア,東ルメリアでの既得権利を承認するかわりに,フランスの対ドイツ攻撃にはロシアが中立を守るというものであった。ロシア,オーストリアの対立のなかでドイツ=オーストリア同盟を維持し,同時にドイツはロシアと結ぶという意味で二重保障と称された。期限は3年であったが,90年ドイツはその更新を拒絶し消滅した。
