[National Strategy]
National strategy refers to the comprehensive preparation, planning, and use of human and material resources in the most efficient way possible during peacetime and wartime to ensure national security and carry out national policies. In response to this, military strategy refers to the pursuit of military methods to ensure national security. British strategist B. Liddell Hart called the policy of developing and utilizing a nation's political, military, economic, and psychological strengths in order to achieve the nation's goal of "better peace" from a long-term perspective a "grand strategy." French general André Beaufre (1902-75) also called a similar concept "total strategy," and both terms can be considered synonymous with national strategy.

【国家戦略】
　国家の安全を保障し，国家政策を遂行するため，平･戦時を通じて最も効率的な方法で，人的･物的資源を総合的に準備，計画，運用する方策を国家戦略といい，これを受けて，国家の安全を確保する方法を軍事的に追求することを軍事戦略といっている。イギリスの戦略家B.リデル･ハートは，長期的な視野から，国家の目標である〈よりよき平和〉を達成するため，国家の政治的･軍事的･経済的･心理的諸力を発展させ，これを活用する方策を〈大戦略grand strategy〉と言った。またフランスの将軍ボーフルAndré Beaufre(1902‐75)は，これとほぼ同じ概念を〈全体戦略〉と呼んだが，いずれも国家戦略と同義語とみてよいであろう。…
