Economist. Born in Shitaya, Tokyo on January 29, 1905. After graduating from the Third High School, he graduated from the Faculty of Economics of Tokyo Imperial University in 1929 (Showa 4). Upon graduation, he became an assistant professor at the university, and was appointed professor in 1945 and president in 1963, but resigned and retired in 1968 due to university disputes. In works such as "History of German Social Policy Thought" (1936), "Basic Problems of Social Policy" (1940), and "Social Policy" General and Specific Theory (1949, 1950), he developed a theory of productive forces in social policy and criticized distribution policy theory and political theory. He also made a distinguished achievement in the field of the history of economic doctrine with "Smith and List" (1943). He is also known for his view that the nature of Japanese wage laborers before World War II was "migrant worker type." After the war, he energetically led a survey of the actual state of Japanese labor issues, and in "The Actual State of Postwar Labor Unions" (1950), he defined Japanese labor unions as "company unions." He also established his own view of labor history based on the theory of "migrant labor force" through his trilogy of works, "The Labor Movement in Japan at the Dawn" (1952), "The Labor Movement in the Dark Valley" (1970), and "The Labor Movement in Postwar Japan" (1955). He also worked on compiling the 11-volume "Sources of the Japanese Labor Movement" (1959-1975). He also served as chairman of the Social Security System Council and the National Council for Social and Economic Affairs (now the Japan Productivity Center). He is a member of the Japan Academy. His autobiographical work is "Forty Years of Social Policy" (1970).
