He was a Meiji-era internal affairs bureaucrat and politician. He was the son of Saihara Hiroshi, a retainer of the Iga clan, a chief retainer of the Tosa (Kochi) domain, and was commonly known as Hidema, Jiichiro, and Takuzo. He also called himself Tenya. He studied artillery in Nagasaki during the late Edo period and acted as a patriot of Sonno Joi. He began serving Hyogo Prefecture in 1868, and later served as a councilor and governor of Kanagawa Prefecture. In the autumn of the fifth year of his term as governor of Kanagawa Prefecture, he liberated Chinese coolies in the Maria Luz incident, which was registered in Peru, and was internationally acclaimed. He also worked on the liberation of geisha and prostitutes. In October of the fifth year of his fifth year as head recorder of the Ministry of Finance, he resigned from his position, became the son-in-law of Goto Shojiro, and worked in businesses such as managing Goto's Takashima coal mine. In 1810, he was in charge of purchasing firearms for the Risshisha uprising plan. He was arrested in 1811 and sentenced to ten years in prison, serving his sentence in Iwate Prison until 1817. In 1887, he became a staff officer for Goto's Great Unity Movement, but the movement split when Goto joined the cabinet. He ran for the first general election for the House of Representatives (1890) in Iwate Prefecture and was elected. In 1890, he entered the business world, becoming vice-chairman of the Tokyo Stock Exchange and participating in the establishment of the Gyeongbu Railway Co., Ltd. in Korea. He also served as an advisor to the Korean government and traveled around mainland China, advocating the East Asian Alliance. 明治期の内務官僚,政治家。土佐(高知)藩家老伊賀氏の家臣斎原弘の子,通称秀馬,治一郎,卓造。天也と号す。幕末に長崎で砲術を学び尊攘の志士として行動,明治1(1868)年兵庫県出仕を振り出しに神奈川県参事,同県権令を経歴。神奈川県権令の5年秋,ペルー船籍マリア・ルス号事件で中国人苦力を解放し,国際的に評価された。また芸妓・娼妓解放を手掛けた。大蔵省記録権頭の8年10月官を辞し,後藤象二郎の女婿となり後藤の高島炭鉱経営など事業に従事,10年には立志社挙兵計画の銃器購入を担当,11年捕縛され禁獄10年の刑に処せられ17年まで岩手監獄で服役。20年,後藤の大同団結運動の参謀になったが,後藤の入閣で運動は分裂した。最初の衆院議員総選挙(1890)では岩手県で出馬して当選,25年に実業界に転じ,東京株式取引所副会頭,朝鮮の京釜鉄道株式会社の創設に参画,朝鮮政府の顧問を務めたり中国大陸を漫遊して東亜同盟論を唱道,大正2(1913)年には帝国公道会を設立,被差別部落の解放運動を指導した。<著作>『鉄櫺詩存』<参考文献>雑賀博愛『大江天也伝記』
