Year of birth: Unknown. An official in the Nara period. His surname was Sukune. When the governors of Mutsu Province were invested with ranks in the intercalary fifth month of the first year of Tenpyo Shoho (749), he was promoted to the fifth rank as Mutsu no Suke, and at the Great Buddha's eye-opening ceremony in April of the fourth year of the same year, he performed the Kumemai dance together with Otomo no Hakumaro as a member of the old military clan. The following month he became Mutsu no Kami, and in June of the first year of Tenpyo Hoji (757), he also served as Vice-Shogun of Mutsu Chinju. Soon after, however, Tachibana Naramaro's rebellion was discovered, and Matanari was interrogated. He said that Naramaro had invited him to join the army several times but had refused, and committed suicide after making his statement. When the rebellion of Naramaro's father, Shoke, came to light in the seventh year of Tenpyo Shoho (761), he was suspected of involvement, but he was spared thanks to the intercession of Empress Komyo.

奈良時代の官人。姓は宿禰。東大寺大仏に塗る黄金を貢上したことにより,天平勝宝1(749)年閏5月に陸奥国司らが叙位されたとき,陸奥介として従五位上に昇り,同4年4月の大仏開眼会では,旧来の軍事氏族の一員として,大伴伯麻呂と共に久米舞の舞頭を務めた。翌月陸奥守となり,さらに天平宝字1(757)年6月陸奥鎮守副将軍を兼ねた。しかしまもなく,橘奈良麻呂の謀反が露見し,全成も尋問を受け,奈良麻呂から幾度か誘いを受けたが拒否したと答え,供述ののち自殺した。天平勝宝7年に奈良麻呂の父諸兄の謀反のようすが露わになった際も関与を疑われたが,光明皇太后のとりなしで事なきをえた。
