…On the continent, in addition to securing the territories acquired from England, the Capetian dynasty expanded its dominance by annexing Auvergne and Champagne to the royal domains and supporting Simon de Montfort's Albigensian Crusade, thereby penetrating royal authority into southern France. In domestic affairs, the dynasty strengthened its ties with the cities by actively approving communes under the control of the Plantagenets and the Count of Flanders, and by establishing a policy of fixed-term fiefs (fief-rente), it gained new vassals and prepared the transition from feudal to mercenary armies. As an administrative organization for the administration of the royal domains, the paid bureaucrats of the bailli (sénéchal in the southwest) were created, and this was placed above the hereditary position of prévôt (magistrate), and as the final judicial authority, the hierarchical system of trials was established, destroying the independence of the prévôt.
