Magistrate of Oshu - Oshu Soubugyo

One of the local government systems of the Kamakura Shogunate. Immediately after the Oshu Conquest in 1189 (Bun'ei 5), Kasai Kiyoshige was ordered to lead the Gokenin (vassals) of Mutsu Province and to be the Kanrei (regent) of the Keibiisho (police office) in Hiraizumi County. In March of the following year, Izawa Iekage became the Rusushiki (military governor) of Mutsu Province and was assigned to Taga Kokufu, where he was responsible for promoting agriculture, handling "comments from the common people," and cracking down on those who did not follow the government's duties. Eventually, these two came to be called the Soso Bugyo (general magistrates of Oshu). Both Kasai and Izawa (rusushi) held this position throughout the Kamakura period. Hiraizumi and Taga Castle continued to be the political centers of Oshu during the Kamakura period.

鎌倉幕府の地方制度の一つ。1189年(文治5)奥州征伐の直後、葛西清重(かさいきよしげ)は陸奥(むつ)国御家人(ごけにん)の統率、および平泉(ひらいずみ)郡内検非違所(けびいしょ)の管領(かんれい)などを命ぜられた。また翌年3月には伊沢家景(いざわいえかげ)が陸奥国留守職(るすしき)となり、多賀国府(たがこくふ)に赴任、勧農(かんのう)、「民庶の愁訴」の取り次ぎ、国務に従わない者の取締りなどを行うことになり、やがてこの両者を奥州総(惣(そう))奉行とよぶようになった。鎌倉時代を通じて、葛西、伊沢(留守)の両氏がこの職についた。平泉、多賀城の両所は鎌倉期においても奥州の政治的中心であり続けた。
