…Born in a small town in northern France to a poor family of tax collectors, Babeuf received no formal education, except that his father taught him how to read and write. He worked as an apprentice to a manorial administrator from the age of 17, and eventually became independent as a land registry administrator for a manorial administrator in the town of Loix, near his hometown. His experiences during this time opened his eyes to social issues, including land issues. He became familiar with the works of Enlightenment thinkers and corresponded with the Academy of Arras, and gradually came to embrace radical reform ideas. Based on his own experiences, he wrote The Permanent Cadastre, which aimed to equalize wealth and reform the tax system by redistributing farmland, from 1787 to 1789, and published it in 1789. When the Revolution broke out in the same year, he went to Paris alone and was deeply impressed. After returning to Loix, he worked hard to organize the peasant movement in the region, and in 1792 he became a district administrator, but was forced out of his job by his political enemies for making mistakes in his work. …
