あいまいな概念のため明確な定義はないが，1973年の原油価格の大幅引上げにより，以後，中東産油国には多額の石油収入が発生し，使い切れない余剰外貨が生まれたが，これを一般に〈オイル･ダラー〉と呼ぶ。第4次中東戦争(1973年秋)をきっかけとして中東産油国は石油を武器として使うことを決定し，同年12月OPEC（オぺツク）総会において原油公示価格を一挙に1バレル当り12ドル近くにすることを決めた(戦前と比べると約4倍)。
