In 1881, when an Irish member of parliament continued speaking for 41 hours, the Speaker declared the end of debate. The closure method was adopted as a House rule the following year, 1882, and the guillotine system was also introduced, which allows a vote to be taken on any matter that has not yet been discussed after a pre-determined time for debate.
