Born: May 24, 1838 in Breslau (now Wrocław, Poland)
Died March 23, 1918. German legal scholar in Strasbourg. Professor at the University of Königsberg in 1864. Member of the Alsace-Lothringen Diet in 1880, and later Privy Councillor. In Germany under the Bismarck regime, he established a system of state jurisprudence based on legal positivism and conceptual jurisprudence. He also had a great influence on the establishment of the Meiji Constitution in Japan. His main works include Das Budgetrecht nach den Bestimmungen der preussischen Verfassungsurkunde (Budget Law According to the Provisions of the Prussian Constitution) (1871) and Das Staatsrecht des deutschen Reichs (State Law of the German Empire) (1876-1882).
