The mechanism by which chloroplast development and degeneration are regulated is not well understood, but cytokinins promote chloroplast development and inhibit degeneration. In the case of fruits that contain chromoplasts, the thylakoids of the chloroplasts break down during fruit ripening and become filled with carotenoid-containing plast granules or carotenoid crystals to form chromoplasts.

In response to light, chloroplasts undergoing photosynthesis (1) release dihydroxyacetone phosphate into the cytoplasm as a substrate for sucrose synthesis in the cytoplasm, and (2) indirectly transport ATP into the cytoplasm using shuttles of dihydroxyacetone phosphate, 3-phosphoglycerate, and oxaloacetate and malate (Figure 7).
