Public land in ancient Rome. In the course of its conquests, Rome took some of the land from cities, nations, and tribes that resisted stubbornly, and made it the property of the Roman people. Some of this land was distributed to landless Roman citizens through colonization, but the rest was left to "preemption." This meant that those who could actually use the public land rented it at a low rent, and it became a way for influential citizens to build up large landholdings. The use of public land was always an important point of contention in the political struggles of Rome during the Republican period, but the Land Law of 111 BC recognized preempted public land in Italy as private land with certain restrictions, and public land in Italy was greatly reduced.

古代ローマの公有地。ローマは征服の過程で，頑強に抵抗した都市や国家や部族の土地の一部を取りあげ，ローマ国民の所有地とした。この土地の一部は，植民などによって土地のないローマ市民に分配されたが，残りは〈先占〉にまかされた。これは，実際に公有地を利用できる者が低額の地代でこれを借りるというもので，有力な市民の大土地所有形成の一手段となった。公有地の利用は，共和政期のローマの政治抗争の中で常に重要な争点をなしていたが，前111年の土地法によって，イタリア内の先占されていた公有地は一定の制限つきで私有地と認められ，イタリアの公有地は大幅に減少した。
