In 1973, the Foreign Investment Review Act (which took effect in 1974 and 1975) was passed, which allowed only foreign investment that would bring significant benefits to the Canadian economy, such as expanding employment opportunities, improving resource processing, and promoting technological development. Prior to this, in 1971, the Canada Development Corp. was established to prevent takeovers of Canadian companies and to strengthen and develop Canadian-owned companies, and in 1975, the national company Petro-Canada was established to develop and stably supply oil and natural gas resources.
