Year of birth: Year of birth unknown. An official and man of letters in the mid-Heian period. His pen name was Sumi. He was the son of Chikuzen no Kami Tadamichi. He was a monk and served as a treasurer before serving as local officials such as Totomi no Kami and Mino no Kami (his petition for this position was published in "Honcho Monsui"), and died while in the position of Iga no Kami. He studied under Minamoto no Tsuneyoshi from an early age and excelled in Chinese poetry and prose. He was listed as a talented "man of letters" during the reign of Emperor Ichijo, and many anecdotes about his life as a man of letters can be found in works such as "Godansho". In 970, he wrote "Kuyu" (a compilation and classification of essential teaching materials for the education of aristocrats in a way that made them easier to recite) for Fujiwara Tamemitsu's son Masanobu, and in 984, he wrote "Sanbo Ekotoba" (an introductory book to Buddhism consisting of cursive kana and pictures; it had a great influence on later collections of stories) for Princess Sonshi, the daughter of Emperor Reizei, who had become a nun at the age of 18. He also wrote "Sezoku Genbun" (a compilation of set phrases and proverbs with their sources clearly stated) for Fujiwara no Yorimichi in 1007, showing his interest in Buddhism.

平安中期の官人,文人。字は澄。筑前守忠幹の子。文章生出身で蔵人を経験したのち 遠江守,美濃守(これを希望して提出した申文が『本朝文粋』に載る)などの地方官を歴任し,伊賀守在任中に死去。早くから源順に師事し漢詩文に抜きんでた。一条天皇時代の「文士」の才人にあげられ,文人としての逸話が『江談抄』などに多くみえる。天禄1(970)年,藤原為光の子誠信のために『口遊』(貴族の教養として必須の教材を暗唱しやすいように編集分類したもの),永観2(984)年に18歳で出家した冷泉天皇皇女の尊子内親王のために『三宝絵詞』(草仮名と絵から成る仏教の入門書。後世の説話集に大きな影響を与えた)を,さらに寛弘4(1007)年には藤原頼通のために『世俗諺文』(成句,諺を編集しその出典を明記したもの)など,権門子女のための教養書を著し,ほかに『空也誄』を書くなど仏教に関心を示した。
