Nicknamed "German Lawrence," he engineered an anti-British tribal rebellion in southwestern Iran during World War I. In 1909-10, while serving as German consul at Bushehr in the Persian Gulf, he succeeded in negotiating to allow German ships to dock in the Gulf. During World War I, he instigated a tribal rebellion, and in July 1915, he attacked the port of Bushehr. From the end of 1916 to 1918, he succeeded in controlling the route to Shiraz using Kazerun as his base, causing trouble for Britain. [Kagaya Hiroshi]

〈ドイツのロレンス〉と称され，第1次世界大戦中のイラン南西部で部族の反英反乱を工作した人物。1909‐10年，ペルシア湾のブーシェフルのドイツ領事のとき，ドイツ船をペルシア湾に寄港させる交渉に成功。第1次大戦下に部族を反乱させて，15年7月，ブーシェフル港を攻撃した。16年末から18年までカーゼルーンを根拠地としてシーラーズのルートを抑えることに成功し，イギリスを悩ませた。【加賀谷寛】
