This project aimed to put the Forestry Basic Law of 1964 into practice. The first phase was carried out in 987 regions from 1965 to 1974, with the opening of forest roads and the improvement of production facilities, while the second phase was carried out in 891 regions from 1973 to 1985, with the focus on promoting local forestry in response to a rapid increase in imported timber and a decrease in the labor force. Then, from 1980, new projects were added in a seven-year plan, attempting to organize local forestry, develop production infrastructure, and improve the environment in mountain villages, with the goal of fostering prosperous mountain villages.
