Forestry policy - forest policy

Japanese: 林業政策 - りんぎょうせいさく（英語表記）forest policy

Forests have two functions: (1) to produce forest products such as timber, and (2) to prevent the degradation of the land, protect the living and cultural environment, and maintain and promote health. The former is a useful function achieved by creating, nurturing, and felling forests, while the latter is a useful function achieved by protecting and conserving forests and maintaining their condition (in other words, placing more emphasis on not felling forests). Therefore, in order to fully utilize the functions of forests, it is necessary to strike an appropriate balance between the practice of "felling" and the practice of "not felling."

森林には，(1)木材など林産物を生産する働きと，(2)国土の荒廃を防ぎ生活や文化環境を守り，健康を維持，増進する働き，の二つの働きがある。前者は森林をつくり，育て，伐ることにより役立つ働きであり，後者は森林を守り，保護し，森林の状態を維持する(いいかえれば森林を伐らないことに，よりウェイトをかける)ことによって役立つ働きである。したがって森林のもつ機能を十分に発揮させるためには，〈伐る〉という営みと〈伐らない〉という営みとを適正にバランスをとり両立させることが必要となる。
