Japan's forests are divided into national forests, public forests, and private forests based on the type of management (public and private forests are collectively called private forests). National forests account for 30% of the total forest area. Most of them are located deep in mountain ranges, which are the backbone of the country, and they play an important role in land conservation and water resource conservation, accounting for 50% of the country's protected forest areas and 40% of the natural park areas. The Forestry Agency, which has jurisdiction over more than 90% of national forests, manages and operates them. In 1947, the prefectural national forests under the Ministry of Agriculture and Forestry, the national forests in Hokkaido under the Ministry of the Interior, and the Imperial Forests under the Ministry of the Imperial Household were unified, and at the same time, the National Forest Special Accounting System was launched to ensure the sound development of national forest operations.

日本の森林は経営形態別に国有林，公有林，私有林に分けられる(公有林と私有林を合わせて民有林という)。国有林は森林総面積の3割に達する。その大部分は国土の背骨ともいうべき脊梁山脈などの奥地に存在し，全国保安林区域の5割，自然公園区域の4割を占めて，国土保全，水源涵養（かんよう）などに重要な役割を担っている。国有林の9割以上を所管する林野庁が管理･経営にあたっている。　1947年，農林省所管の都府県の国有林，内務省所管の北海道の国有林，宮内省所管の御料林が一本化され，同時に，国有林野事業の健全な発展のため国有林野事業特別会計制度が発足した。
