This is the report of the investigative committee (Lytton Commission) dispatched by the League of Nations into the Manchurian Incident. In order to deal with the Manchurian Incident, the League organized an investigative commission in January 1932, headed by the British Earl Lytton and consisting of five members from the United States, France, Germany, and Italy. After arriving in Japan in February, they investigated China from March to April, and Manchuria from April to June. While calling Japan's military actions an invasion, they also acknowledged Japan's special rights and interests in Manchuria, and published a report recommending the conclusion of a new treaty between Japan and China.
