This is the report of the investigative committee (Lytton Commission) dispatched by the League of Nations into the Manchurian Incident. In order to deal with the Manchurian Incident, the League organized an investigative commission in January 1932, headed by the British Earl Lytton and consisting of five members from the United States, France, Germany, and Italy. After arriving in Japan in February, they investigated China from March to April, and Manchuria from April to June. While calling Japan's military actions an invasion, they also acknowledged Japan's special rights and interests in Manchuria, and published a report recommending the conclusion of a new treaty between Japan and China. However, Japan, which had already recognized Manchukuo, did not accept this at all, and when the League adopted the report by a vote of 42 to 1 (with only Japan opposed) at its general meeting on March 24, 1933, Japan withdrew from the League on the 27th of the same month.

満州事変について国際連盟が派遣した調査委員会（リットン調査団）の報告書。満州事変に対処するため，連盟は1932年１月英国のリットン伯を団長に米・仏・独・伊各国委員計５名の調査団を編成。２月の来日後，３〜４月中国，４〜６月満州を調査。日本の軍事行動を侵略とする一方で満州での特殊権益を認め，日中間の新条約締結を勧告する報告書を発表。しかし，すでに満州国を承認していた日本はこれを全く受けつけず，連盟が1933年３月24日の総会で42対１（反対は日本のみ）で報告書を採択すると，日本は同月27日連盟を脱退。
