Li was a farmer from Wei County, Shandong Province, China, and the leader of a rebel group at the end of the Jin dynasty. He was called Li Tieyi because of his bravery and skill with an iron spear. After the Mongol invasion that began in 1210 (the third year of the Jiading era), the Jin dynasty lost confidence in its ability to defend its capital and abandoned Zhongdu (Beijing, Hebei Province) to Bianliang (Kaifeng, Henan Province). After this, law and order became unstable throughout the Hebei region (Hebei and Shanxi Provinces), and bandit groups arose in various places for self-defense. Shandong in particular became the target of the Southern Song Dynasty's plot to recover its native lands, taking advantage of the weakening of the Jin Dynasty, creating a complicated situation. During this time, Li Quan sought to increase his power by marrying Yang Miaozhen (Yang Guchen), the sister of Juyang Anyang, who had been defeated and killed in an attack on the Jin Dynasty, and who led the remaining troops of Juyang Anyang. He also repeatedly surrendered to and rebelled against the three states of Jin, Song, and Mongolia.

中国，山東省濰県の農民出身で，金末の反乱集団の首領。剛勇でよく鉄鎗(槍)を操ったので李鉄鎗と称せられた。1210年(嘉定3)に始まるモンゴルの侵入で首都防衛の自信を失った金国が中都(河北省北京市)を捨てて汴梁（べんりよう）(河南省開封)に遷都(貞祐南遷)してより以後，河北全域(河北･山西省)では治安が乱れ，各地に自衛をかねた盗賊集団が発生した。特に山東は金国の弱体化に乗じて南宋が企てた故地回復の目標となって複雑な様相を呈するが，この間にあって李全は，金国の討伐にあって敗死した巨楊安児の余党を統率するその妹楊妙真(楊姑々)を娶って勢力の増強を図りつつ，金，宋，モンゴル3国に降服･背反を繰り返した。
