1876‐1935 A promoter of Pan-Turkism. A Tatar born in Russia. Also known as Yusuf Akçula. He studied in Paris and Istanbul and participated in the Russian Imperial Diet. He later went into exile in Turkey and was active in the magazine Mother Turkey. His main work, Three Political Forms (1904), examines three possible ways of rebuilding the Turkish Empire: Ottomanism, Pan-Islamism, and Pan-Turkism (Turanism). In conclusion, he emphasizes that Pan-Turkism is the best ideology for uniting Turks in the empire with their compatriots living abroad, such as Russia.
