Born in Kanagawa Prefecture, he was the second son of Yamanashi Yasubei, and his wife was the daughter of Army Lieutenant General Tamura Iyozo. He graduated from the Army Academy in 1886 (Meiji 19) and the Army War College in 1892 with excellent grades. He served as an adjutant to the 2nd Army during the Sino-Japanese War, a staff officer to the 2nd Army during the Russo-Japanese War, and was attached to the embassies in Germany and Austria after the war. He served as Minister of the Army (1921), commander of the Tokyo patrol after the Great Kanto Earthquake, and governor-general of Korea (1927). It is said that he was fortunate to work with Tanaka Giichi, a representative of the Choshu faction, and was promoted with his support. His field experience and career at the General Staff and Army War College were impeccable, but he has a bad reputation due to embezzlement allegations surrounding the Siberian Expedition, corruption cases in Korea, and bias in personnel administration.
