682‐720 The eighth caliph of the Umayyad dynasty. Reigned 718-720. A devout Muslim, he was the first caliph to try to reflect Islamic ideals in real politics. To that end, he encouraged the inhabitants of his conquered territories to convert to Islam and implemented a series of tax reforms. Although the reforms ended in failure, they were in response to the demands of the Mawali people, who wanted equality with Arab Muslims, and were in keeping with the trend of the times, and his ideals were realized with the establishment of the Abbasid dynasty.
