It is the capital of the Allier department in central France. It is located 292 km south-southeast of Paris, along the middle reaches of the Allier River. It has a population of 21,892 (1999). In the Middle Ages and early modern times, it was the central city of the Duchy of Bourbon, and in the old town remain the ruins of the 14th century castle of the Dukes of Bourbon, Moulins Cathedral which houses an altarpiece by the 15th century Moulins Painter, the 15th century bell tower Jacquemart, and the chapel of the Lycée Banville (17th century).
