Civil Aviation Deregulation Act - minkankou kiseikanwaho

Japanese: 民間航空規制緩和法 - みんかんこうくうきせいかんわほう

A US law that came into force on October 25, 1978, commonly known as the Deregulation Act. The purpose of this law was to amend the 1958 Federal Aviation Act so that "competitive market forces will determine the quality, style, and price of air service," and it stipulated that (1) the difference between charter and scheduled transport will be gradually eliminated, (2) entry of new companies, operation of new routes, suspension, and withdrawal will be liberalized, (3) with regard to fares, increases of up to 5% and decreases of up to 50% of standard prices set by the Civil Aviation Board (CAB) taking into account costs and other factors will be approved almost automatically, and (4) the authority of the CAB as the civil aviation regulatory body will be reduced and abolished by January 1, 1985.

1978年10月25日に発効したアメリカの法律で，通常デレギュレーション法とよばれる。この法律の目的は1958年の連邦航空法を，〈競争市場力が航空サービスの質，様式，価格を決定する〉よう修正することにあり，(1)チャーター輸送と定期輸送との差を徐々に撤廃する，(2)新規企業の参入，新規路線の運航，休止，撤退などを自由化する，(3)運賃については，CAB(民間航空局)が費用その他の要因を考慮して定める標準価格の5％以内の値上げ，50％以内の値下げをほぼ自動的に認可する，(4)民間航空統制機関としてのCABの権限を縮小し，85年1月1日までに廃止する，ことなどを定めている。
