He came to Japan in the third year of the reign of Emperor Tenji (664) by order of Liu Renyan, commander of Baekje in the Tang Dynasty, to deal with the aftermath of the Battle of Baekgang. He was not recognized as an official Tang envoy by the Imperial Court, so he returned home, and the following year he came to Japan with the Tang envoy Liu Degao. In the tenth year, he came to Japan again, leading over 2,000 Baekje refugees, but the following year he returned home after being informed of the death of Emperor Tenji in Tsukushi.
