Vladimir Nikolaevich Kokovtsov

Russian politician. Born into a noble family in Novgorod Province. Worked at the Ministry of Justice from 1873 to 1879. After serving as Director of the Prison Bureau and Chief Cabinet Secretary at the Ministry of Internal Affairs, he supported Finance Minister Witte as Deputy Minister of Finance from 1896 to 1902. He was Finance Minister from 1904 to 1914 (October 1905 to April 1906, interrupted). Together with Witte, he succeeded in obtaining a loan from France, and worked to suppress the 1905 Revolution and restore order. In foreign affairs, he worked to strengthen the Franco-Russian alliance and ease tensions with Germany, and in domestic affairs he sympathized with the Stolypin reforms. After Stolypin's death, he became Prime Minister in September 1911 (while also serving as Finance Minister), but was dismissed in January 1914.

ロシアの政治家。ノブゴロド県の貴族出身。1873‐79年，法務省勤務。内務省監獄局長，官房長を経て，96‐1902年大蔵次官として蔵相ウィッテを支えた。04‐14年(1905年10月～06年4月中断)蔵相。ウィッテとともにフランスからの借款に成功し，1905年の革命の抑圧と秩序回復につとめた。外政では露仏同盟の強化とドイツとの緊張緩和に努力し，内政ではストルイピン改革に同調した。ストルイピンの死後，11年9月首相となったが(蔵相兼任)，14年1月解任。
