The struggle against the Marsei movement

Japanese: マル生反対闘争 - まるせいはんたいとうそう

This refers to the labor-management disputes that occurred between 1969 and 1971 over the productivity improvement campaign promoted by the authorities of the Japanese National Railways (JNR, now JR). The name "Maru-sei" comes from the fact that the JNR authorities stamped the instructions with "Maru-sei" on their instructions. When the JNR Financial Reconstruction Promotion Special Measures Law was enacted in 1969 to reconstruct the JNR, which had fallen into the red, the JNR authorities decided that changes in labor-management relations were a necessary condition for its implementation. This was because the on-site consultation agreement had come into effect in the late 1960s, and the combative and regulatory power of the Kokuro and Doro had strengthened.

1969年から71年にかけて，日本国有鉄道(国鉄，現JR)当局が推進した生産性向上運動をめぐる労使紛争をいう。マル生は，国鉄当局がその指示文書にと印したことに由来する。赤字に転落した国鉄再建のために1969年に国鉄財政再建促進特別措置法が制定されたさい，国鉄当局はその実施にあたって労使関係の変更が必須の条件であると判断した。1960年代後半には現場協議協定の発効もあり，国労，動労の戦闘力，規制力が強化されていたためである。
