Born in 1581. The eldest son of Ii Naomasa. Succeeding his father, he became the lord of Sawayama Castle in Omi (Shiga Prefecture) in 1604. In 1605 he began construction of a castle on Hikoneyama, and later moved to Hikone Castle. By order of Tokugawa Ieyasu, he handed the lordship of Hikone Domain over to his half-brother Naotaka, was given 30,000 koku of land, and in 1627 became the first lord of the Ii clan in Annaka Domain in Kozuke (Gunma Prefecture). At this time he changed his name from Naotsugu to Naokatsu. He died on July 11, 1662. He was 73 years old. He was from Totomi (Shizuoka Prefecture).
