He was a senior councilor in the late Edo period and the seventh lord of Sabae Domain in Echizen Province. He was the third son of the fifth lord, Manabe Akihiro. He was of the Manabe clan. He was commonly known as Shimousa no Kami. He became the lord of the domain in 1814 (Bunka 11). He subsequently served as a soshaban (councillor), Osaka castle lord, Kyoto shoshidai (deputy governor), and was appointed chamberlain. In 1840 (Tenpo 11), he became a senior councilor in Nishimaru, but in 1843, he was dismissed due to a disagreement with the chief senior councilor, Mizuno Tadakuni. In 1858 (Ansei 5), he became a senior councilor under the chief councilor Ii Naosuke, and went to Kyoto as an envoy to explain the circumstances surrounding the signing of the Treaty of Amity and Commerce between the United States and Japan. He took command of the suppression of the Ansei Purge in Kyoto, and received an imperial edict acknowledging the unavoidable circumstances of the signing, returning to Edo in March of the following year. Later, he fell out with Naosuke and was dismissed in December. In November 1862 (Bunkyu 2), when the Sonno Joi (revere the Emperor and expel the barbarians) movement was gaining momentum, he was ordered to retire and take immediate disciplinary measures for having taken inappropriate actions while in office. In 1865 (Keio 1), he was released from disciplinary measures, shaved his head, and took the name Shodo.
