Born: March 25, 1892 in Hiroshima [Died] August 22, 1971. A Tokyo criminal law scholar. He made a great contribution to reforming correctional practices in Japan. He became a prosecutor in 1920, served as Director of the Criminal Affairs Bureau of the Ministry of Justice in 1941, and retired in 1946 as Chief Prosecutor of the Nagoya Court of Appeal. He was then active as a lawyer. He is best known for his Teikoku Bank Incident and the Mecca Murder Case. Influenced by his teacher Eiichi Makino's theory on educational criminal law, he introduced pedagogy, psychology, and psychiatry to the issue of criminal correction. He was also an ardent advocate of the abolition of the death penalty. His works include "Problems in Penal Administration" (1928), "Death Penalty" (56), and "Criminal Law and Criminal Policy" (63).
