After 1495, he implemented a series of plans to reform the empire, including the issuance of the Edict of Perpetual Peace and the establishment of an Imperial Court, but these failed due to opposition from conservative princes and cities. There were also many events in foreign affairs, such as the Italian War with France over Milan and Naples, a feud with Turkey due to his acquisition of the right of succession to Bohemia and Hungary, and the recognition of Swiss independence.
