A temple located in Otsu, Omi Province. The temple's site has not been confirmed, but the prevailing theory is that it was located in Ogata, south of the site of Sufuku-ji Temple (Shigasato, Otsu City). It was founded in 786 (Enryaku 5) by Emperor Kanmu, who built it on the former site of his great-grandfather Emperor Tenchi in hopes of receiving the protection of the Four Heavenly Kings when the capital was moved to Nagaoka-kyo. It was originally called Shitenno-ji, but around 795 (Enryaku 14) it was renamed Bonshaku-ji, and the temple was completed as a guardian of the royal palace, with the construction of buildings and pagodas, donations of fiefs, rice fields, and repair fees, and ten Zen masters were appointed. The collection of classics was enriched by Tojo, who was a skilled manager, and Saicho was known as a renowned figure, having borrowed the Enton Shikan during his training period. After that, scholars such as Jyoto (740-815), a master of Yogacara, Eitada (742-816), who presented tea to Emperor Saga during his visits, and Tokuen, the teacher of Enchin Juho, stayed at the temple, and its fame grew. 近江国大津にあった寺。寺址は確定していないが,崇福寺址(大津市滋賀里(しがさと))南方の大形(おおがた)とする説が有力である。786年(延暦5)桓武天皇の草創で,長岡京遷都にあたって四天王の加護を願い,曾祖父天智天皇の故地に建立した。当初は四天王寺と称したが,795年(延暦14)ころには梵釈寺と号し,堂塔の整備や封戸・水田・修理料の施入が行われ,禅師10人が置かれて王城鎮護の寺としての完成をみた。所蔵の典籍は,経営に力のあった等定(とうじよう)によって充実し,最澄は修行時代に《円頓止観》を借覧するなど有数の存在として知られ,以後唯識の学匠常騰(じようとう)(740‐815),嵯峨天皇行幸時に茶を献じた永忠(742‐816),円珍受法の師徳円ら学匠が止住し,名声は高まった。
