The capital of the province of the same name, in the northernmost part of Laos, surrounded by Vietnam to the east and China to the north and west. Population: about 2000. Located in a mountainous plateau, it is a strategic location in the valley basin of the Nam Ou River, a tributary of the Mekong River, and was considered strategically important even during the civil war. It is about 30 km in a straight line from the Chinese border, and a road (120 km) was completed in 1963 connecting it to Mengla, Yunnan Province. The inhabitants are mostly Lao and Tibetan-speaking Pu Noi people, who grow corn on the narrow sloping land and also cultivate small rice fields.
