Born: November 19, 1877, Venice Died November 16, 1947. Italian politician and capitalist. Before World War I, he controlled the power industry along the Adriatic coast, and aimed to expand capital from the Balkans to the Middle East. He was involved in the conclusion of the peace treaty at the end of the Libyan War in 1912, and participated in the Paris Peace Conference as an Italian representative in 1919. After serving as Governor of Tripoli from 1921 to 1925, he became Minister of Finance in the Mussolini government in 1925, representing the interests of large monopoly capital.
