Born: September 8, 1864, St. Ives, Cornwall [Died] June 21, 1929. Alençon, Orne. British philosopher and sociologist. After graduating from Oxford University, he worked as a reporter for the Manchester Guardian, secretary of the Liberal Trade Union, and editor of the Tribune, before becoming professor of sociology at the University of London in 1907. His social theory was based on a unique ethical foundation and evolutionary stance, and he advocated a new liberalism that combined "modified" liberalism with social reform. His major works include Social Evolution and Political Theory (1911), The Metaphysical Theory of the State (18), and Social Development (24).
