Bonapartism

The original meaning of the word Bonapartism in French was support for Napoleon Bonaparte (Napoleon I) and Napoleon III, but it also came to refer to the political system and policies of Napoleon III as a whole. In France, the words imperialism and Bonapartism had similar meanings, but gradually imperialism came to be used to refer to foreign policy, and Bonapartism to refer to domestic policy or the political system.

Karl Marx was the first to define Bonapartism as a political system in works such as The Eighteenth Brumaire of Louis Bonaparte and The Civil War in France. Marx pointed out that Bonapartism was the only form of government possible when the bourgeoisie had lost the ability to rule the people and the working class had not yet acquired the ability to do so. Napoleon III's rule was supported by a huge bureaucratic and military organization, and in this respect it was similar to the concentration of governing power under absolute monarchy. The class represented by Napoleon III was the divided land peasantry, the most numerous in France. Following Marx's point, Friedrich Engels pointed out in The Origin of the Family, Private Property and the State that among the states that serve as tools of the ruling class, there are "exceptional states," absolute monarchy and Bonapartism. In other words, Bonapartism plays the role of the proletariat to the bourgeoisie, and the role of the bourgeoisie to the proletariat. He also states that Bismarck's German Empire was a new version of Bonapartism. Engels's observation led to the formulation of Bonapartism as a form of statehood in general. There are also commonalities between Bonapartism and Fascism.

ボナパルティズムということばの本来の意味は、フランス語でナポレオン・ボナパルト（ナポレオン1世）およびナポレオン3世に対する支持を意味したが、さらにナポレオン3世の政治体制と政策全体をさすようになった。フランスで帝国主義ということばとボナパルティズムということばは似たような意味であったが、しだいに帝国主義ということばのほうは外政面について用いられるようになり、ボナパルティズムのほうは内政面ないし政治体制について用いられるようになった。

　政治体制としてのボナパルティズムについて、初めて規定したのはカール・マルクスの『ルイ・ボナパルトのブリュメール18日』や『フランスの内乱』などの著作である。マルクスは、国民を支配する能力をブルジョアジーが失い、しかも労働者階級がまだ支配能力を獲得しない時期において可能な唯一の政府形態である、と指摘した。ナポレオン3世の支配は巨大な官僚・軍隊組織に支えられ、この点では絶対王政による統治権力の集中に類似している。ナポレオン3世が代表する階級はフランスにおいてもっとも数の多い分割地農民であった。このマルクスの指摘に続いてフリードリヒ・エンゲルスは『家族、私有財産および国家の起原』のなかで、支配階級の道具としての国家のなかで「例外国家」があり、それは絶対王政とボナパルティズムであると指摘した。すなわち、ボナパルティズムはブルジョアジーに対してはプロレタリアートの役割を演じ、プロレタリアートに対してはブルジョアジーの役割を演じていると述べた。ビスマルクのドイツ帝国もボナパルティズムの新版である、とも述べている。このエンゲルスの指摘によってボナパルティズムは広く国家形態の一つとして定式化された。ファシズムについてもボナパルティズムとの共通性が認められる。
