Article 23 of the Health Insurance Act states that insurers (the government and health insurance associations) may establish facilities necessary for the treatment of illness or injury or for the maintenance and promotion of the health of insured persons and dependents, and may pay the necessary expenses. Similar provisions can be found in Article 82 of the National Health Insurance Act and Article 98 of the National Public Service Mutual Aid Association Act, among others. Health facilities are facilities established as part of the health and welfare services provided by insurers based on the above provisions. Looking at the health and welfare services provided by insurers, in the case of health insurance associations, there are a wide variety of services related to one feature of the association system known as additional benefits.

健康保険法23条に，保険者(政府および健康保険組合)は被保険者および被扶養者の疾病や負傷の療養または健康の保持増進のために必要な施設を設置し，かつそれに必要な費用を支弁することができるとされている。同様の規定は国民健康保険法第82条，国家公務員共済組合法98条等にもみられる。保健施設とは，上記条文に基づき保険者が行う保健･福祉事業の一環として設置された施設である。保険者の行う保健･福祉事業をみると，健康保険組合の場合は付加給付という組合制度の一特色とも関連した多彩な事業がある。
