The American Land Ordinance of 1787 stipulated that when the number of free adult males in the newly established Northwestern region reached 5,000, a legislature would be formed to create a territory, and when the population reached 60,000, the territory would be eligible to join the Union as a state with the same rights as the 13 independent states. This system was later applied to other regions, and became the basic system for land in the United States, which led to the development of the West.
